Good Samaritan Health & Rehabilitation Center must improve financial practices

The Tennessee Auditor General’s Office has completed a Medicaid review of Ebenezer Home of Tennessee, Inc., doing business as Good Samaritan Health and Rehab Center in Antioch, Tennessee.

Auditors found six issues while reviewing the nursing home’s financial operations in 2022 and 2023.

Notably, the facility failed to refund credit balances on the accounts of 93 deceased or discharged residents totaling $139,057.56, of which $83,421.59 was due to the residents or their authorized representatives and $55,635.97 was due to Medicaid.

Auditors also found problems with trust fund account management. The agency failed to transfer some trust fund funds to residents’ ledgers, and auditors found 10 residents with trust fund balances that exceeded the $2,000 Medicaid resource limit.

Additionally, the agency listed $281,025.14 in nondeductible expenses on its 2022 Medicare expense report and $26,545.33 in nondeductible expenses on its Medicaid Supplemental Expense Report Schedule C. These nondeductible expenses include unsupported costs, unpaid expenses, and costs not related to inpatient care and could affect the Medicaid reimbursement rate the agency receives.

“While our auditors identified a number of issues during their inspection, I am pleased to see the agency taking action,” Auditor General Mumpower said. “Management has already established a series of steps to improve financial practices and I encourage them to continue to correct these issues.”
